If situation is not determined to meet the definition of child abuse, case is classified as unfounded. General protective services are offered when there is concern about something in the home or for nonabuse cases that require support and services to prevent harm to the child. CPS is contacted when at least one type of child abuse is suspected: physical, mental, sexual, or neglect. Emergency medical services and out-of-home placement are provided when necessary for high-risk situations.
Child protective services are implemented when there is reasonable cause to suspect child abuse. All other referrals that do not allege suspected child abuse but still present concerns for a child’s safety or well-being are assessed by General Protective Service workers. When referrals contain allegations of incidents that meet the definition of child abuse, the case is assigned to and investigated by Child Protective Service workers. ChildLine professionals determine if the circumstance is to be categorized and investigated as a CPS case or categorized and assessed as a GPS case.
